With energy prices rising 24% since 2021, nearly one-third of Colorado households are struggling to pay their energy bills — and when families have to make difficult decisions, hunger often becomes the trade off. It’s one reason we see more than 700,000 people in our state facing food insecurity each year.
It’s also why we’re working to expand the supply of reliable, affordable, energy – so no one has to choose between staying warm and staying fed.
Rockies Express Pipeline LLC (REX) is developing the Critical Energy Reliability Link project (“project”), which includes a 152.7-mile natural gas pipeline, a 7-mile natural gas pipeline, 0.3 mile of interconnecting piping, a compressor station, and associated metering and appurtenant facilities in Weld, Adams, Arapahoe, Elbert, El Paso, and Lincoln(1) counties (from north to south). The project is an expansion of REX’s existing Federal Energy Regulatory Commission (FERC) jurisdictional natural gas transmission system that will enable REX to provide firm natural gas transportation service to new delivery points near Colorado Springs to meet the growing demand for natural gas.
REX is a subsidiary of Tallgrass, an energy infrastructure company that has safely operated natural gas infrastructure in Colorado for over a decade.
The project will be regulated by federal, state, and local agencies, including FERC and the Pipeline and Hazardous Materials Safety Administration (PHMSA). The project is expected to commence construction in the second quarter of 2027 and be placed in-service in the second quarter of 2028.

The project will be designed in accordance with PHMSA’s Minimum Federal Safety Standards in 49 Code of Federal Regulations Part 192 and meet or exceed all federal and state regulations related to the safe construction, operation, and maintenance of a pipeline system.
Regulatory Process
FERC is the primary federal agency responsible for ensuring reliable, safe, secure, and economically efficient energy for consumers at a reasonable cost. FERC authorizes the construction of the pipeline facilities under its jurisdiction and oversees their operation.
The FERC Regulatory Process involves a detailed review of the proposed design of the project to ensure a high level of safety and a review of any environmental and community impacts. This offers the public and other stakeholders at the federal, state, and local levels several opportunities to submit comments, ask questions, and provide additional feedback regarding pipeline projects.
During its review, FERC often requests additional information from the applicant about the project.
Construction of the project would begin after FERC issues a Certificate of Public Convenience and Necessity and once all required federal, state, and local permits have been obtained.
